I believe i have 12v to each of the lights the headlights and the taillights but no lighting on any of them.

My lights and horn donot work on my club cart but both wires going to the left head light are hot and the light is answered by a verified technician.
Try this test turn on your four way flasher if all four lights flash then the wiring is ok and the turn signal switch is probably bad.
I have a 1989 club car golf cart and the problem i am having is that it moves very slowely forward but will not move at all in reverse.
Check to see if head light switch is getting power with dvom no power either fuse blown loose plug break in wire corrosion etc then check to see if power is coming out of switch if power coming out of switch.
Hobeck check to see if the headlight circuit is fused possible blown fuse.
Because all electrical golf cart accessories run on only 12v s.
Just got the 2002 club cart all light do work when on but i did notice the brakes lights do not with key on or with lights on where should i start to check the nite running light do work just the brake lights either side.
If the golf cart itself runs okay but just the light don t work you will need to find the fuse the lights are running on.
If you own a 48v or 36v golf cart and if you do not install or properly hook up a voltage reducer you will put too much voltage through your lights resulting in blown lights and generally voiding all warranties see blown board image below.

I have a gas club car ds limo that i bought a few weeks ago.
You must either connect your golf cart lights to one battery which gives you 8 volts lights do not burn as brightly as they could but they will last a long time or connect to two batteries which gives you 16 volts lights burn very brightly but they will not last as long as they should.
You will either have a blown fuse or find the wire for the lights that connects to the battery you may have a broken wire where the wire connects to the battery or voltage reducer.
The headlights were not working and i figured i could just trace it and figure it out but unfortunately i ve been running in circles and getting nowhere.
The bulb or bulbs may have become dark or the filaments inside them would have burnt out.
